Clean Fill Material
General Requirements
Ensuring suitability of clean fill material being brought to site is the responsibility of the Contractor.
This specification requires that the sourced materials comply with both the geotechnical ( Structural ) and Environmental ( contamination ) requirements.
Due to the testing requirements and to ensure reasonable consistency of materials the minimum volume of imported fill material to be supplied from a particular source shall not be less than 1000 m3 unless otherwise approved by the Engineer.
Clean Fill Definition
Clean fill material is defined by WasteMINZ 2018 as Virgin Excavated Natural Material (VENM), consisting of clay, soil and rock that are free of :
Combustible, putrescible, degradable or leachable components;
Hazardous substances or materials (such as municipal solid waste) likely to create leachate by means of biological breakdown;
Products or materials derived from hazardous waste treatment, stabilization or disposal practices;
Materials such as medical and veterinary waste, asbestos, or radioactive substances that may present a risk to human health if excavated;
Contaminated soil and other contaminated materials;
Liquid waste.
Acceptance
When acceptance of your material has been given , your material can be uplifted and deposited at our clean fill.
No material will be accepted without pre-approval
The Gross weight of your material is calculated by onsite weigh bridge.
Material will only be accepted Monday to Friday generally between 7:30am and 5:30pm, and on a case by case basis for Saturdays.
Generally no material is to be delivered during rain and possibly the day following rain. Further to this, acceptance may be suspended for longer wet periods including winter months.
Generally no wet and/or unsuitable material will be accepted.
Goodmans reserve the right to turn loads away or cancel permits if material can’t be directly compacted or wet loads are repeatedly brought to site.
Additionally, Goodmans reserve the right to take composite tests. If materials prove to be outside the Landfill acceptance criteria, the permit holder can be held liable for any costs associated with remediation and/or removal.

Geotechnical Requirements
All fill materials brought to site shall be capable of meeting the compaction requirements stipulated . Imported material which is organic or highly plastic will not be considered suitable for use.
For the lab testing of the clean fill there are two requirements depending on the type of material :
This needs to be undertaken by a suitably qualified person at a Material Testing Laboratory, in line with the below requirements.
Granular eg sands, gravels: this requires a maximum dry density compaction curve (proctor) as the NDM test needs to measure compaction. This maybe a vibe curve for (larger) gravels or a standard comp curve for sands, fine gravels.

SILTs/minor clay: This requires a solid density test as the NDM test needs to report the air voids rather than compaction
